Rustoleum as good as it is does not neutralize the rust. Go to the automobile department of Wal Mart and look for RUST Converter. in a black spray can. Converts the rust into a black primer. Wirebrush as much rust off as you can, spray, then paint with Rustoleum for a durable finish. If you do not the rust will come back again.

Rustoleum but I think you'll need to sand the rust off the surface before applying it. It doesn't really remove rust. It just helps to prevent it once you've painted the surface.

It wouldn't be a bad idea to use a wire brush to get rid of excess rust before you paint though.
