Also, do I need any kind of sealant or primer before / after I paint the charms?

I don't believe that colorant is usually painted on top of the cured surface of resins (polyester or epoxy resins), but resins can be colored while they're still wet. You can buy the special colorants ';soft for resins,'; or you can just use artists oil paints--those will be transparent unless you add white which actually makes any color opaque.
You shouldn't need a sealer on the resin normally, but if cured resins can be painted you might need something that would give the surface a bit of tooth for the paint to hold onto.
Or you could try some of the ';glass paints'; ... they may stick well enough, or perhaps you could paint on top of *those* when they dry?

P.S. You can paint on top of polymer clay castings, etc., though, and on top of air-dry clays too. And you can also make molds from polymer clay or other materials, then cast polymer clay shapes in them and harden.
